The declared purpose of the development plan was to provide a general framework for the con­ trol of private development according to the machinery embodied in the 1947 Act, and to give the community at large a clear indication of any future intentions for development by the public sector. It was envisaged that the proposals of each authority would not be endorsed by the responsible department of central govern­ ment until opportunities had been given for a full public discussion of their impli­ cations, and for the hearing of any specific objections by interested parties.

There was some pride in Coventry that this was one of the first instances of application in the United Kingdom of the transportation study techniques then becoming increasingly accepted in the United States. This docu­ ment, and the subsequent activities to which it gave rise, attracted much concern in Coventry during the whole period of our research. We will consider its conclu­ sions in more detail in Chapter 4. The document 'Work in Coventry' issued later in the same year [12], examined future employment opportunities in the light of the broad analysis of Coventry's potential for growth in the 'Coventry City Region' report.

During the period of our study, work on the Development Plan Review steadily intensified; in the process, it gradually came to be agreed that the original Development Plan had become so out of date that what was required was not so much a review of the earlier proposals as a com­ pletely new plan. It was in this spirit that, after several postponements of the dead­ line date, the 'Coventry Review Plan' [7] was approved in draft by the City Council in March 1966 and submitted for public consultation.
