The older GUI standards were still being used, and were causing confusion. The time to impact upcoming projects was rapidly approaching. It was important to get a new version of the standards published quickly. Our approach was to view the short development time as a "feature". Clearly, there was not enough time to involve end users to the extent we would have liked, nor to create an encompassing set of standards. We decided to publish a basic set of standards, and to encourage the end users to evolve and grow the standards with us.
